岁(sui)末(mo)年初(chu),蓝山屯河能(neng)源公司组织召开“提质增效、强(qiang)(qiang)化(hua)职能(neng)”大会,旨(zhi)在进一步明确工作目标(biao)、强(qiang)(qiang)化(hua)工作要求与(yu)方法,引领全体员工为全面完成经营目标(biao)而(er)努(nu)力奋斗(dou)。
一(yi)、“4321” 工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)目(mu)(mu)标引领(ling)发(fa)展(zhan)新(xin)(xin)方(fang)(fang)(fang)向。会议明确(que)(que)了 “4321” 工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)目(mu)(mu)标,为公司2025年工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)发(fa)展(zhan)指(zhi)明方(fang)(fang)(fang)向。其(qi)中,“四项(xiang)”工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)重点(dian)聚焦安(an)(an)全、产(chan)量、质(zhi)量、基础管(guan)理四个方(fang)(fang)(fang)面(mian),紧密(mi)围绕“三(san)(san)个守住(zhu)、三(san)(san)个确(que)(que)保”“精益(yi)管(guan)理元年”等关键要素,确(que)(que)保各项(xiang)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)稳步前行;夯实(shi)“三(san)(san)点(dian)”工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)要求,从(cong)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)态度、工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)文(wen)化、工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)底蕴等三(san)(san)个方(fang)(fang)(fang)面(mian),以(yi)“三(san)(san)不原则”“三(san)(san)高文(wen)化”“三(san)(san)股心(xin)气(qi)”为基础,强(qiang)调主(zhu)动按岗(gang)(gang)位职责(ze)开(kai)展(zhan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),做到(dao)“领(ling)导没想(xiang)到(dao)的(de)(de),提(ti)前想(xiang)到(dao);领(ling)导没想(xiang)全的(de)(de),提(ti)前想(xiang)全”,并(bing)落(luo)实(shi)“我(wo)(wo)的(de)(de)业(ye)务我(wo)(wo)负(fu)(fu)责(ze)、我(wo)(wo)的(de)(de)区域(yu)我(wo)(wo)负(fu)(fu)责(ze)、我(wo)(wo)的(de)(de)屏障我(wo)(wo)负(fu)(fu)责(ze)、我(wo)(wo)的(de)(de)岗(gang)(gang)位我(wo)(wo)负(fu)(fu)责(ze)”的(de)(de)责(ze)任意(yi)识;树(shu)立“二条”工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)红线(xian)(xian)(xian),即(ji)安(an)(an)全红线(xian)(xian)(xian)和廉洁红线(xian)(xian)(xian),坚守底线(xian)(xian)(xian),确(que)(que)保工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)风清气(qi)正。穿透“一(yi)个”核(he)心(xin)意(yi)识,即(ji)低(di)成(cheng)(cheng)本意(yi)识,通过“党建+成(cheng)(cheng)本管(guan)控”方(fang)(fang)(fang)式,以(yi)科技创新(xin)(xin)、产(chan)供(gong)协同、整治“低(di)老坏(huai)”、节约珍惜(xi)等方(fang)(fang)(fang)式为抓(zhua)手,实(shi)现提(ti)质(zhi)增效。
二、部(bu)(bu)门(men)文(wen)化(hua)倡(chang)导凝聚奋进(jin)新力量。会议倡(chang)导了一(yi)(yi)(yi)系列(lie)公司文(wen)化(hua)理(li)念(nian),以(yi)“一(yi)(yi)(yi)家(jia)人”“不是非”为准则,打(da)破部(bu)(bu)门(men)间(jian)条块分割,实(shi)(shi)现迅速补位抢位,增(zeng)强团队协作(zuo)。在服务(wu)意识(shi)上(shang),树(shu)立基(ji)层为“上(shang)”,职(zhi)能为“下”的观念(nian);在业务(wu)能力上(shang),树(shu)立基(ji)层为“下”,职(zhi)能为“上(shang)”的整体文(wen)体观,平衡(heng)服务(wu)与业务(wu)能力,同时,推行(xing)“2+1”模式(shi)意识(shi),即先“管理(li)、服务(wu)”后“监管”,强调大职(zhi)能部(bu)(bu)门(men)要(yao)注重人才培养(yang)与输(shu)送,将(jiang)安全作(zuo)为开(kai)展工作(zuo)的首要(yao)遵循,将(jiang)安全意识(shi)作(zuo)为衡(heng)量工作(zuo)好(hao)坏的核心标(biao)志之一(yi)(yi)(yi),鼓励各(ge)部(bu)(bu)门(men)以(yi)体系为基(ji)础,创(chuang)新工作(zuo)方法(fa)与思路(lu),提倡(chang)“多思考、善思考”,秉持实(shi)(shi)事求是解决问题的态度,雷(lei)厉(li)风(feng)行(xing)地(di)执行(xing)工作(zuo)任务(wu)。避免“大机(ji)关作(zuo)风(feng)和小企业病(bing)态”。
三、部门(men)工(gong)(gong)作要(yao)求(qiu)明(ming)确(que)执行新标准。会议(yi)对各部门(men)工(gong)(gong)作提出明(ming)确(que)要(yao)求(qiu),强调日清日结,运用 PDCA 四(si)循(xun)环(huan)模(mo)式,确(que)保(bao)工(gong)(gong)作闭环(huan)。面对困(kun)难,坚(jian)决杜绝“肠梗阻”现象,迅速(su)找领(ling)导协调解(jie)决问题。在(zai)招(zhao)标、采购、外协等工(gong)(gong)作中,严格按照公(gong)司(si)制度(du)执行,完善手续,避免时间拖沓。事(shi)后工(gong)(gong)作要(yao)做好备(bei)案,确(que)保(bao)可查,绝不允许(xu)跨越公(gong)司(si)红(hong)线和(he)底(di)线。
四、部门(men)工(gong)作方法(fa)助力效能(neng)新提(ti)升(sheng)。为(wei)提(ti)升(sheng)工(gong)作效能(neng),会(hui)议(yi)介绍了(le)多种工(gong)作方法(fa)。一是(shi)周滚(gun)动工(gong)作计划表,以综合管(guan)(guan)理(li)部示例(li)为(wei)参考(kao),制(zhi)定详(xiang)细计划;二是(shi)看板管(guan)(guan)理(li),实现(xian)(xian)提(ti)醒管(guan)(guan)理(li),提(ti)高工(gong)作效率;三是(shi)践行“现(xian)(xian)场为(wei)王”理(li)念,深入现(xian)(xian)场接地气,发现(xian)(xian)问题(ti)并及(ji)时解(jie)决(jue);四是(shi)每周召开工(gong)作例(li)会(hui),针对项目类工(gong)作,做到(dao)早碰头(tou)、晚(wan)总结,确保工(gong)作有序(xu)推进;五(wu)是(shi)养成(cheng)每天早上(shang)到(dao)公司后列出当(dang)天十件事并按(an)重(zhong)要程度排序(xu)、做完清(qing)销的良好习惯,提(ti)升(sheng)个人(ren)工(gong)作管(guan)(guan)理(li)能(neng)力。
